I can forgive the "wrestler" bit because they got nothing wrong in the report from Tokyo that followed. It was in the middle of Chris Evans' Breakfast Show, which gets around 10 million listeners. It is correct, the other Yokozuna ascension were also in the same month when they clinch promotion. The banzuke and rankings are compiled (in secret) right after the basho. So it is published within the NSK and known to the "few". And significant promotion such as sekitori-hood (Juryo), Ozeki & Yokozuna are announced officially at the same time. Kisenosato also has to perform his Yokozuna duty, including his Hatsu dohyo-iri tomorrow, so he is effectively a Yokozuna as of Wednesday when the NSK messengers delivered the message.
