It was a bad start to the day's action too, as rookie gyoji Shikimori Tomosaburo was knocked off the dohyo in the opening bout, and appeared to sustain a leg injury as he landed. He left the arena on a stretcher. :-(

I came to mention this, as well.

That didn't look good at all. :-( Medical assistance was immediate, but it still took a very long time for them to be able to set him up.

Nikkan updated their article, and after the worrying use of the stretcher, the outcome was better. Gyoji instructor Kimura Motoki accompanied Tomosaburo to the medical clinic at the Kokugikan, where an X-ray revealed no broken bones. As a precaution, he was sent to a hospital in Sumida ward for further checks, this time joined by rikishi stablemate Sanukiryu. The diagnosis was a torn left thigh muscle.

Ichiyamamoto would have been kyujo, but he dislocated a finger (pinky of left hand, not a name of a protagonist in Game of Thrones) on senshuraku, so he will probably be available for next basho. BTW, when was the last time we had no (none zero) kyujo in Makuuchi? Except for Kotoshouhou who joined on day 6, Everyone was there till the end.

Hanaregoma beya's Instagram:

"It appears that the skin was torn and the tendon was visible. We've all been worried, but please rest assured that it's not a fracture. The dislocation has healed and the wound has been stitched up, so unless it heals very poorly, he will be fine to compete next basho! We apologize for the concern!"

In Aki 2023 there were no fusensho, but two wrestlers sat out the whole basho. Similarly for Haru 2019 (Chyonikuni sat out), Hatsu 2013 (Homasho).

Hatsu 2011 looks to be the last time there were no kyujo at all:

If we're thinking about injuries, Kyushu 2021 was the last time nobody missed a match; the only kyujo was Asanoyama due to suspension.

Tochi had a day one kyujo, which was presumably injury rather than COVID as he entered later on the basho

When was the last time (if ever) we had a basho where all 42 rikishi competed in all 15 days?

As long as there hasn’t been a recent gambling scandal in the NSK, we are ok

That would be weird, a scandal where half the upper-rank gyoji get bounced.

J14e Mita is kyujo from Day 13. Tomokaze will collect the default win.

Mita broke his left hand during the basho and has successfully undergone surgery and has announced his intention to enter the Nagoya basho. On the 26th, he attended the graduation ceremony of the sumo training school held at the Kokugikan Even though his left hand was bandaged, he insisted that "I'll be able to make it to Nagoya." He was injured in a match against Kazekenou on the 12th day of the basho. He won his 8th match and got the kachikoshi, but was kyujo from day 13. The official medical certificate said "fracture of the left fourth metacarpal bone"  He had surgery on the 26th and it was successful and will resume training next week, focusing on strengthening his lower body, and he has his sights set on the future, saying that he hopes to "resume keiko"  at the end of next month.
