I don't think Naruto's college connections are as active, perhaps due to the presence of other high-status Oyakata (?), so the last few recruits seem to be show-up-at-the-door. In addition to having heya designed to accommodate that, sekitori are usually also allowed to rent their own apartment, especially if they have family. Of course some oyakata may want to keep their sekitori closer and out of trouble, but nevertheless it would be strange to stop recruiting over that. Maybe there's another reason. IIRC Oshoma has married, so he's probably in an apartment. At some point I saw an exploded diagram of the building, and I think there were at least three sekitori rooms.
