They should at least have that in mind when they show up !" It is extremely rare that a Kyokai executive (and not the direct Oyakata or even someone from the ichimon) voices his opinion on these matters. It looks like this time the Kyokai is backing up what the YDC are saying. Oguruma has always struck me as a bit of an outlier among the oyakata. He tends to issue statements which are at odds with the rest of the crew. Back a decade or so in the Asashoryu days, Oshima (ex-Asahikuni) seemed to be the designated grump-in-residence, despite "only" being the jungyo chief. (Maybe also other roles I forget, but I'm nearly positive he never headed one of the major business departments.)
