The sumo elders are not those who decide the sansho, the committee is basically composed of media people, a few oyakata, I think top shimpan and PR, and some from the maintaining members of the NSK (iiji-in). Anything that brings a rikishi into the news may have some influence, but rather not this daily survey - I haven't yet been able to vote for it when I was there, I'm rushing to the station at once after the torikumi are over.
