I can't say for sure. There are certain differences between them, but there is also a strong indication that these are the same person.

I think he means double digit rank - in other words, finishing in the top 99 players. It’s an interesting cutoff to choose because Goshobiyama finished 100th this basho.

Yes that was 2 separate streaks by the same Okisuruga. The 25 basho one was actually without any 8-7's even.
