As the guardian is wont to do with potentially controversial content, the commentary function is deactivated. Better not talk about stuff, when there is exactly one message to promote, eh? I really don't think it was intended as some hard hitting, controversial exposé, just a recounting of a photo project that won an award with interesting subject matter. It was written by the photographer herself, Yulia Skogoreva, who studies and lives in Japan, so not a staffer, guessing that's why comments were off. Originally a very similar article was published by the Tokyo Weekender in February, clearly this fitted into the Guardian's existing 'Photo Essay' / Picture-Led Storytelling section - it was all Glastonbury last week.
