A scene right after the opening music, 7:04m-7:24m

Nishikigi was dubbed, Endo and Wakamotoharu seem to be with their real voices 

in Germany a VPN is needed for the Dailymotion video (most other countries in the world won't) - to get the video without:

No reporter seems to have noticed that Nishikigi had a voice actor talk for him. The articles mention the lines and Endo commented that he was surprised he had to say something - he's used to that from his Nagatanien commercials though. Nishikigi's comment is more general  o

I may be a minority of one, but I think it's amusing that an NHK presentation on Japanese TV would have one of the actor's voices dubbed.

This is pretty common in Asia, I notice it both for Japan and China. Especially China, sometimes half the actors will have VA dubs for their speaking lines. 
Especially if the actor doesn’t speak the capital dialect/pronunciation. 
 

I guess nobody reports on it because it is normal.
