Takekaze and new Juryo Toyonoshima fall into the second category.As for being fair, that's the way it is.. The primary 1.73 m height requirement clearly isn't enforced on tsukedashi starters, as Takekaze's case indicates. I have no idea if the same goes for the secondary height limit, though...but I doubt the Kyokai has actually made up their minds on this, seeing as the probability that this will ever matter is rather low.
