The height restriction officially is 1.73 centimeters. Then there is a second set of physical tests, and if you pass them, you can be as short as 1.67. Takekaze and new Juryo Toyonoshima fall into the second category.

As for being fair, that's the way it is..

Are the restrictions actually in place even as regards to college rikishi eligible for a tsukedashi start? I

The primary 1.73 m height requirement clearly isn't enforced on tsukedashi starters, as Takekaze's case indicates. I have no idea if the same goes for the secondary height limit, though...but I doubt the Kyokai has actually made up their minds on this, seeing as the probability that this will ever matter is rather low.
