Yokozuna-license was the same as being given the right to perform a Yokozuna dohyo-iri and did not necessarily even mean the rank of the rikishi had to be Ozeki. As for Tanikaze - he'd peaked prior to promotion and was on the was down when looking at all his records although a 'second wind' did blow over him immediately after that. to a certain extent.
