Gyoji Calls Concerning Hansoku

As I was walking home today this came as a thought.

So if the gyoji points to a wrestler that has seemingly won a match but committed a hansoku (hair pulling most common) after a mono-ii, does the gyoji get a sashichigae on his record? Or because a wrestler committed hansoku that it does not count?

I have another question: can gyoji call a hansoku during a bout and end it? Or does it have to be the shinpan?

No, he can't. He has to reach a decision. I think he can't even call a matta on his own.

I'm pretty sure it doesn't, just like when there's a tie and he got it wrong because he has to reach a decision regardless.
