Another ex-rikishi arrest. For the same thing as as ex-Tokitsuumi a few months ago, illegal parking using a forged cerficate of disability. But this time it's the nice Terutsuyoshi. https://mainichi.jp/articles/20250818/k00/00m/040/150000c

The first case "ended" (might be revived) without a trial, with punishment suspended, now the next case, it's really a widely used method. They investigate now, if there is a connection.

Terutsuyoshi was arrested for illegally parking in front of his own house. In a place reserved for disabled people, with a color copy of the certificate for parking there of someone else. He had no contract for another parking space at the location, saving money.

He admitted to the charges and added "It was convenient to park directly at my house and be able to drive from there at once." 

The police thinks, he was doing this crime on a daily basis (good thinking).

The connection: they both did mah-jong together. The Sanspo Sweet/Salty column o had it and a few more connections. Salty (shoppai) is the sumo slang for being stingy, not generous with the money and weak in sumo: it comes from those who don't bite the dust, but the salty sand of the dohyo when they lose. Terutsuyoshi was a big salt shaker.

People in Isegahama-beya tell that he neglected keiko after he became sekitori and was into mah-jong and gambling. He also skipped keiko to do golf with ex-Tokitsuumi. But who of them proposed the method to the other?

A parking permit for disability has a hologram on it, that can't be properly copied. The original would reflect sunlight, a policeman noticed that the one in Terutsuyoshi's car didn't and he was found out. But it was discovers already last year in July, same as ex-Tokitsukaze.

I suppose the sumo world might have avoided a different scandal during his active days there...

Ex-sekitori still remain quite immune to prosecution: Terutsuyoshi and ex-Tokitsukaze were declared non-indictable by the Tokyo district public prosecutor because of insufficient suspicion (kenpu)

- I had to look up what exactly this means, insufficient evidence of course, in particular for who was the one with criminal conduct (does this mean it paid off that they did it together?)
