Seems to me the Oyakata are relatively diligent in taking on foreign recruits, and probably would be rather good in self-regulating in that respect? Btw, how would this rule sound: any foreign rikishi who doesn't reach Makushita in (fill in time period here) will be asked to retire - (would keep some of the foreign riffraff rikishi off the banzuke, instead of having them languish in Jonidan for years, blocking a spot for a possibly more talented peer)?
