Let me correct it just a little. There was none Czech minister with such a name. There is a famous Czech football-players agent Paska with no hooks and strokes in his name (he has Baros, Rosicky, Koller under contract) who than will be s**t in Finnish. The guy you were writing about should have been Slovak minister of health Pavol Paska with a hook upon his s, which is than read like "Paschka".
To get back on topic, my wife was telling me about family with German surname Hart, whose one member with joking parents was called Lev (real Czech name but quite archaic at the moment). Together it gets Lev Hart which means Leo Pard in English.
