Thanks for the replies... I probably overused Hakkeyoi when it came to GTB. But since the result came out I re-did the guess to see where I went wrong, and this was the main problem I couldn't figure out. It was more a "why?" than a "how often has it happened before?" situation.

What was also interesting after looking at the links was that in that situation and you take out the East/West situation, according to the site the two rikishi have failed to change places only once.

I wonder what rule they use here...

I think you put too much emphasize in that there is some universal rule at the bottom of all this. Surely they (the oyakatas/gyoji etc responsible for the decisions) have some basic ideas how much a certain record at a certain rank should mean as to promotion and demotion, but after that it comes down to comparisons, and as many GTB-contesters have witnessed, the process (which likely at least in some cases comes down to compromise between different opinions) makes neither for a particularly consequent result nor for a particularly fair one. It would probably be quite easy to make for an optimally more fair banzuke than the end-result (given some "ideal" movements for particular results at particular places on the banzuke), but the actual process of making the banzuke is not made for that.
