In the Miyagino video, who is the short haired rikishi "getting the treatment" starting at 8:34 in the video. He has probably been mentioned somewhere on the forum but I can't find anything in the recent new recruits threads.

The new foreign recruit Demidjants is my guess.

Demidjamts is the taller and slimmer guy holding the salt. The guy doing butsu-kari with Hakuoho looks Mongolian too. At first I thought he could be Miyagino's nephew ムンフイデレ (Munhuidere?) who also took part in his danpatsu-shiki along Demidjamts, his teammate in Doshisha. But while trying to find out more about the nephew and concluding it was probably not him after all, I stumbled upon another Mongolian who I really think could be the guy in the video, ダライバートル (Dalaibataar?), who was Onosato's and Oshoma's teammate in NSSU.

Dalai has a spot with another heya (I can't remember which off the top of my head, but Akinomaki posted about it) and is doing his apprentice period. He must've been there just visiting with the heya.

I've seen Oshima and Miyagino degeiko posts on Instagram recently. That maybe explains Dalai's appearance in the Miyagino video.
