The numbers from the DB give the total number that they've been in sumo as a whole, and there hasn't really been an established protocol for whether to count banzuke gai or not. 1

From what I have seen of official record counts, the first basho of a rikishi (in Maezumo or as Tsukedashi entrant) IS counted towards totals even though they are not actually 'on the banzuke'. Hanakaze and Hokutoryu both fell off the bottom and had an additional basho in Maezumo, so I would count them for sure. Neither of them were actually 'banzuke gai'. I would think that 'banzuke gai' should be a special case and either not counted in totals or footnoted to indicate those basho with banzuke gai status. Notably banzuke gai is one of those tricky things to work with, so better not to have to explain something if it's not really going to count. Perhaps in 2020 we'll be looking for him again.
Sue Posted November 26, 2018 Posted November 26, 2018 Why does Ryuden not count as a Makuuchi return, when he had dropped to Jk17w at one point? Is it just that he hadn't made his Makuuchi debut before then?

That's right, he made it to J12 in November 2012, injured himself, and fell down the banzuke for 10 more basho, landing at Jk17; he yusho'd the next three basho and was on his way back up. But he only had a "cup of coffee" in Juryo, and never reached Makuuchi the first time.
