I noticed the top four do a round robin over Days 13-15.  They could have the top eight do a round robin over Days 9-15.  Has this ever happened?

That requires too many bouts between sanyaku rikishi each day, they try to spread them out more.

Actually it would require four intra sanyaku bouts for Days 9-15.  Only one more than the three they normally have.

Adding to this, they like to have the same number of intra-sanyaku matches each day, and it's rare for them to break from that (although it happens), with there being one more each day near the end of the tournament as needed.  In order for there to be 4 intra-sanyaku matches the last 7 days, there would have to be at least 3*8 + 4*7 = 24 + 28 = 52 sanyaku matches take place.  In order for there to be 52 sanyaku matches, there have to be at least 11 sanyaku, which gives 55 possible matches less the same-heya restricted ones.  And hey, we do have 11 sanyaku, but it's the same-heya restriction that would throw off a perfect round-robin.

Additionally, with this system they would be treating the two sekiwake quite disparately, one having most his sanyaku matches week one and the other week two.  They generally will mix together those two outcomes instead.  Maybe if there were three komusubi and 6 YokOzeki they might do it?  But still, the fact that the same-heya restriction is there will mess things up pretty much every time.  They want to keep the normal pattern of having the later days have one more match as necessary, but with a round-robin imposed on top of that, they would have to move around when other matches happen and such to fulfill their normal quota.

Note that the normal top-4 round robin is slightly screwed up since Harumafuji and Terunofuji won't meet.  They both meet someone else in sanyaku Day 13 instead, which throws the whole thing off if you were to try to form a larger round robin.

OK.  I see what you mean.  There are currently eleven Sanyaku rikishi.   That requires 55 intra- sanyaku bouts.  With Hakuho kyujo and four heya-mate restrictions that means 41 intra-sanyaku bouts this basho.  That means two bouts on Days 1-4 and three on Days 5-15.  Correct?
