As for Tochiazuma, he was technically not an Ozeki last basho (Sekiwake), therefore he is a "new" Ozeki this basho. I believe all new Ozeki are put in the last Ozeki slot when entering the ranks... the current Ozeki made their eight, so would (and did) remain ahead of Tochi. Barring injury, I don't think he'll remain in last slot...

No, not necessarily. In fact it is quite likely that a fresh ozeki does not get the last ozeki slot, since there are often existing ozeki with poor records, and the new ozeki always has a good record as sekiwake in the preceding basho. A returning ozeki with 10 wins is a little different, of course.

No, not necessarily. Look at the past precedences of Ozeki and Yokozuna promotion. I think you'll find that it indeed IS quite likely that the new Yokozuna or Ozeki comes at the end of the line, no matter the records. Recently.

Well, I should have written VERY recently, your list is going too far. Take Asahoryu's Ozeki promotion. He had a 12-3 while Musoyama was 0-0-15, without kosho IIRC (and kosho doesn't matter here anyway I think). Asashoryu landed behind Musoyama. This was the most extreme case possible bar the Ozeki candidate being 13-2 or better.

I'd say this practically is a proof for new rules here. The same with his Yokozuna promotion, 14-1 yusho compared to 0-0-15 for Musashimaru. Asashoryu landed behind Musashimaru. Of course the Kyokai can change that any moment again, but I'd say these examples show pretty much that this is the recent standard unless we see a counter-example.
