Nope. That is the yumitorikishi Ouga, the guy that twirls the bow after the day's bouts. He's always there during the last bout.

I'm think that is Oga, the yumitorishiki-rikishi. Just waiting to know what side to go to I suppose...

Ok my mistake but you must admit he does look like Toyozakura and the belts the same colour.

Well, I personally don't see the resemblance, and if I'm not mistaken,Toyozakura's mawashi is blue, while Ouga's is black. But it's a bit difficult to discern, I agree.
