Are Kisenosato & Hakuho the only Yokozuna to visit the mayor & governor?

The governor changed more often than the mayor, for many years visits took place to both before the basho -  it takes time to find out since when the bouts with mayor Kawamura happened (maybe since the start for him, Nagoya 2009) and since when which governor joined in doing sumo.

2016 Hakuho did both bouts, Kotoshogiku was with him

Who decides which Yokozuna will attend to the courtesy call for the Nagoya Basho? Or do the politicians make the request?

Those who make the banzuke unguessable? Or the PR department, since it's a PR event for Nagoya, or the NSK top, riji, yokozuna or all doing nemawashi or ...

You'll always see a new yokozuna - but usually not alone if there are others. Sometimes the really dominant yokozuna alone, or with a recent ozeki yusho winner. And the man of the moment is doing the sumo: Terunofuji was on yokozuna run, Giku had already failed.

Kise alone signals that he's seen as the most important and dominant yokozuna at the moment.

While still in Kyushu, Yoshikaze there visited the governor of his home prefecture Oita: not to report the bad result and drop from sanyaku, but to get appointed the prefecture's special supporter no.1 for the rugby world cup 2019 in Japan, for which Oita-city is one location. He definitely lost his sense of fashion since things began to go pear-shaped for him in the wake of the Harumafuji scandal.
Maybe it aged him and he stopped caring and let himself go a bit as well. He looks like a different man.

Yesterday Asanoyama was at the city hall of Imizu-city, together with the head of the Toyama sumo federation (and a tsukebito). The reason is the opening of the new Imizu sumo dojo. It was built by the local Aisin company, a stronghold in corporate sumo (their team and their members always appear top in the results of major tournaments, including the All Japan championships http://www.aisin-ak.com/topics/topics-e000085.php )
