I guess that is just the Japanese way of doing it...as far as my experience goes there will be no promotion proposal if there is no chance of it passing the council, and if a council member is against promotion he or she just does not vote...

By the way Asashoryu has been the only new Yokozuna under Kitanoumi so far, Musashimaru was still under the old Rijicho Tokitsukaze, the former Ozeki Yutakayama.
