Hey, this was the name of my adopted rikishi from Tokitsukaze-beya! About three years back he then changed it to Tokinoumi with a T. He retired last year after the beating death at the stable and allegedly was the prosecution's star witness in the trial of the three rikishi who did the beating. I'm proud of my boy and am glad that his name is going to live on.

The kanji are different.

Tokitsukaze-beya's Okinoumi (future Tokinoumi) has the Oki kanji for Okinama.

The two characters in the new Okinoumi refer to the name of a group of islands in the Japan sea by Shimane prefecture (including Nishinoumi - the name of two past Yokozuna).

This Okinoumi will be the first sekitori from Shimane in like 34 years or so...

Since Japan is a set of islands surrounded by sea, no one heya has a monopoly on "umi" for its shikona.

A reporter commented Fukuoka should become popular once he climbs up higher as he is good looking. Hakkaku oyakata asked reporters not to keep saying that as he would get that into his head. He said the kid was lucky (pausing enough to let that though sink in, compared to himself) but he added that any strong rikishi should become popular with ladies....

Incidentally Fukuoka's father suggested the shikona even prior to this past basho.

His hometown(or homeisland) Okinoshima is known for maintaining its traditional-style sumo(koten zumou) as sacred event held overnight(which I read in sumo magazine just a while ago). Here are photos from Okinoshima's traditional sumo events in 2006 and 2007:
