Are you saying that Wakanoho is/was better than Kotooshu/Baruto or just better than Roho, Kokkai, Tochinoshin, Aran and Hakurozan? And do we really know enough about about Tochinoshin and Aran to say that with confidence? Kotooshu, Baruto, Wakanoho, Kokkai, Roho all of the same area ? Get on a car and find it out ;-)

Masatsukasa was definitely a surprise. That does not mean he is not good; actually he is quite good, otherwise it would have been impossible to keep a Juryo rank for some time carrying so many injuries, specially the right knee which is/was looking very bad. However, if one gets his first double-figures basho in career at Makuuchi, that is a surprise.

But no one can surpass the kyokai in terms of weirdness...

Yes, and there is. Back in the 70`s they decided every Makushita 15 and above would get immediate promotion after zensho-yusho. The first victim to this rule was Shimoda a couple of years ago, but it was his first basho ever in ozumo. Ironically, he has not reached Juryo thus far.
