Because those are the sides they are fighting on today. Also, the ones with keshomawashi with bad tatse are always forced to do the west dohyo-iri. Because the three of them are fighting out of the West side on Day 14. Chiyotaikai is an East Ozeki but he is matched against another East Ozeki, Tochiazuma, who is higher ranked.
