He is supposed to ask either his Shisho or the Kyokai for permission for an overseas trip, just like any other active rikishi. But he didn't. My sources have him in Hawaii, returning this weekend. More seriously, you may want to be fair and compare him to Taka/Waka/Ake during their active days, and the difference in behaviour will be much less pronounced.
