The only reason I don't think it'll happen this time is that the most likely remaining kyujos are unlikely to have been picked by many people. It doesn't seem impossible that there was a basho once where someone who took a chance on some good but injury-prone wrestlers saw them all go out, with maybe another guy or two unfortunately dropping out as well.
