As I recall, I was completely stumped by that decision. I wonder what his average rank was in that basho's GTB guesses, which are invariably better than whatever crap the Kyokai comes up with ;-).

You see, the real trick is getting yourself demoted to upper sandanme. There, you only have to zensho (not even yusho needed) against a bunch of makushita-wannabe's and mediocre rikishis to get up to the makushita extended promotion zone, and from there you have closer access to juryo with a fluke here and there. Kitaharima showed the way (almost got the back-to-back yusho), Wakatakamoto tried it last basho but wasn't even able to get the sandanme part right and Nagamura, the rascal, quickly understood the technique.

Fun statistical fact. Tamawashi got the most votes for M2e and M2w of any rikishi. Terunofuji, with his vote spread so wide, didn't get top votes at any rank. Logically, Terunofuji, should have been demoted to juryo. Condorcet agrees with me, it's all a paradox.
