First rumblings that Terunofuji should turn up in January or risk "comments" - Yamauchi was coy on whether that meant an official YDC "encouragement". 

No word in this article yet about yokozuna potentiates, although doubtless more will come.

They are still being very patient with Terunofuji. 'Participate in January or we'll have to say something' is fair.

They may not come out and say it, but the 3 current ozeki winning 5 basho in 2023 is a great indicator and they can sense the potential of either Kirishima or Hoshoryu making the grade some time in 2024.

They can reasonably start allowing their patience to run out.

The YDC was full of admiration for Kirishima and his yusho. "If he repeats this in the same fashion in January, we will suggest a promotion to Yokozuna," said Mr. Yamauchi. They did, however, criticize Houshouryuu's tachiai (at first he was not named by name but in the end it was admitted that this was aimed at Houshouryuu..) behavior with all the stares and 90 second waiting. "Ugly" was the word used, "He will surely be one of the contenders to become Yokozuna in the future and it is very regrettable that he showed this kind of behavior. I personally like him, but." said Mr. Yamauchi. "He's an Ozeki. This cannot be. Watching it, it was unseemly," added Shibatayama. "After day 5 when he was called to the offices and was admonished for his 90 second stare-down tachiai, we expect the Oyakata will be guiding him in the right direction," summed Mr. Yamauchi

As for Terunofuji, they expect him to enter January. "It is truly unfortunate that the yokozuna was absent. We will watch his progress, hoping he overcomes his health problems and will enter Hatsubasho.If he doesn't show up it will be regrettable. If that happens, comments may arise.." they said. When asked if he will be faced with one of the three things- "encouragement", "caution", or "intai-advice" - "We haven't gone that far yet. No, it will probably be a statement of our general feelings. We haven't decided anything yet. We'll have to see what happens in January," summed the chief.

So, what is the unofficial hierarchy of YDC's displeasure?

Comments - encouragement - suggestion - advice - recommendation...?

At this rate, Terunofuji will still contemplate his return when we all are dead.

No, it refers to the three sanctions that the YDC are able to hand out - encouragement, warning, and recommendation to retire. Yamauchi was basically being typically Japanese non-committal about whether one of those was going to be invoked.

Got my fingers crossed for Kirishima and especially for Terunofuji's knees. It's the same game as always, when a single Yokozuna is in decline.

Terunofujis back/hip as well, he said his knees were fine. Fingers crossed indeed.

Are we facing a "kinder, gentler" sumo in the post-Hakuho era?  I don't recall any such criticism when Hak did this in the past.  There seem to be fewer highly energetic tachiais overall as well, not that they are aren't normally violent.

I think the difference is that Hak was Yokozuna when he did it... which somehow makes it OK. Apparently, it's only a problem when Ozeki (and possibly those of even lower rank) are doing it.

A wise coworker once told me, when it comes to bending rules or breaking them to get stuff done, "do what your career can support." The problem with that is you don't always know what your career can support. Hoshoryu doesn't yet have the record to support a 90-second staredown.

They can decide to give him less leeway when he is being considered for Yokozuna promotion. It's not like there is a firm number of wins/yusho required for promotion.
