Your idea was screwed by reality even more than that - we ended up with the only 1-0 vs 0-1 match in Makushita in a long time being the torch match, and the 0-1 won! They were planning on giving him a sekitori on Day 2 for his first match, but there was one sekitori withdrawal on Day 1, so they decided to skip that match.* In order to make it up, they planned for Tomokaze vs. Yago on Day 4 after Tomokaze vs. Roga on Day 3. They wouldn't know whether he'd win the Day 3 match or not, and since there was only one match done for anyone else, they'd only be at most 1 win off so they just paired him against the closest rikishi in rank (at least, that's what makes sense). *Note they could have decided to have a second Juryo-Makushita match Day 2, giving someone in Makushita their second match early, which is usually how they get around the issue of potential sekitori withdrawals.
