Should be, I think the paying app customers can see the number of votes, normally you see only the winning 3 in the app. I don't know how many of these customers the NSK has plus how many of the now up to 5000 in the kokugikan actually vote - you have to use the app for that as well, being at the location gives you access to the voting page.
