Ms17w is our man Fujiseiun. If you consider how most sekitori demotions are handled (Oki 0-15 J13e -> Ms13e for 2020.11), Asashiyu's looks really harsh, which gives evidence that the area above this was also crowded, as one usually sees that the sekitori demotions are given preference for spots - notice how Oki's demotion is exactly 14 ranks - one for each loss greater than wins and one for the division boundary - by this reasoning, Asashiyu should have been Ms11w. There's also 3-4 Tochimaru Ms5e -> Ms10w, a smaller gap by a full rank compared to Roga's demotion, although this stretching is a little more reasonable given how much the top of the division is compressed. Now this doesn't explain why most previous Sd20-25 rikishi got a Ms15 spot, but it suggests that giving them such a spot is not as hard-coded into the movements as certain promotions are. If you go back to 2012.09, there was Hagane Sd25e -> Ms17w, while in 2016.03 there was Karatsuumi Sd25e -> Ms15e. So it's possible, just not a guarantee.
