The NSK cautioned Abi and return juryo Wakamotoharu for a video they posted on Instagram (looks like Abi's account is deleted now), where the 2 use adhesive tape to tie the others legs together and stick it on the mouth. Comments like "Is that becoming of a sekitori?" reached the NSK and for this violence-like display the 2 were cautioned and also ordered to write a letter of apology and repentance. https://www3.nhk.or.jp/news/html/20191108/k10012168721000.html

It looks bad and could easily be taken out of context. A lot of workplaces have policies like this...I’ve never personally experienced it, but I have been told by others their boss saw something they didn’t like on their social media and cited company rules about conduct to get them to delete it. One was holding a beer in their off time wearing something with the company logo on it, which I get. I think it’s stupid, but I get it. Others were less justifiable, but they also aren’t sports stars that are supposed to embody the virtues of “Old Japan” either.

It’s a big reason my Twitter is just used for following, I have zero posts. And, no Facebook. Come creep on me, boss man!

As the "violence" scandals use to, this leads to harsher rules all over: the head of crisis management Kagamiyama has cautioned all heya and wants them to self-restrain their SNS activities. This might mean the end of the present rikishi, oyakata and heya accounts managed by NSK members: "We are just individuals. We have to have it done by experts, we can't deal with it." I haven't found the video yet - the accounts were deleted. It surely was reposted somewhere, but I didn't have the time yet to search for it.

This will be especially hard for the heya like Futagoyama who rely on SNS for scouting. Not many heya can afford to employ someone NSK-approved to manage their accounts, though technically the okamisan - or the heya manager - who does it is no NSK member - but they might have to provide a certificate of expertise from now on.

After the driving ban, now the SNS ban is coming - a great way to encourage young guys to join ozumo

The new NSK SNS ban is only on individual use of an SNS account by NSK members, be it rikishi, oyakata or urakata.Official heya accounts are unaffected - for now, but a complete ban may follow. PR chief Shibatayama: "For the meantime (=maybe indefinitely) we have to have them restrain from it. They have to be aware that they are being watched." That is a lot of PR given up in a knee-jerk reaction to one questionable post. 
The individual touch just gives a human side to an otherwise slicked and stifled presentation of the sumo world. Too much sensorship is a bad thing.  It makes the NSK more insular than it has to be.

I would agree. This is clearly a joke and people having fun.  Not hurting anyone. Dangerous and bad taste maybe, but hardly warranting a blanket proscription IMO.

In Japan organisations and companies live in mortal terror of any negative PR and will go to extreme lengths to avoid it. You're right, this is insane, but it's what happens when arse-covering old geezers are in charge. ;)

The question is: will the next rikishi who posts on his (not yet deleted) twitter account be suspended, and because there are higher standards for a yokozuna, Hakuho forced to retire ?

So Facebook, Instagram, Twitter, LINE and TikTok are banned - and what about the Ameba=Abema blogs? Does the NSK know at least a little bit what they are doing?

They want to be the only one to provide sumo on SNS.

Do they want to get rid of the sujo fan-base? The sujo brought the revival of sumo popularity among the general population, they may go (Shiranogunto).
