When drawing up bench torikumi have you ever been left with two people far apart in the division and realize you should redo some pairings to get the last one closer together? When that happens in the Kyokai they just say "f- it" and pair the last two. It's more obvious when it's Day 15 and it's M1 vs. M14, but it happens on other days too. You start from the top and go so far and then go from the bottom for a while, and then hope it works out, and in their case it often means one "donkey" match. (I don't know where that name comes from, but it's just what I've used internally for such matches.) They just don't care that much about getting it "perfect" - as long as it's done fast and follows the rules, they'll use it.
