after rethinking, i will go for ishiura as explained in the thread about kyushu basho

found tochinoshin available for arawashi

so my guess is

day 13 ishiura

Day 13 -- Takayasu
Surely it is not right for a M3 (w or not) to fight only two sanyaku being the only opponents of higher rank by day 12? While M3e has faced ALL Yokozuma and Ozeki by that time? Or is the joi line drawn so sharply between M3e and M3w?

Usually, yes. If there wasn't a couple of same-heya restrictions among the Sanyaku/Joi, Shodai would most likely not have met any Sanyaku at all so far.

And the line isn't drawn between M3e and M3w but simply between No.16 and No.17.

Post-yaocho, the numbers for wins in kyujo-free  basho among joi-jin have a very sharp cutoff. 

16th ranked rikishi average just 5.6 wins; this is the high speed meatgrinder of what I call the "true jo'i-jin" (i.e. East Sekiwake down to the 16th spot) 

17th ranked rikishi average a healthier but still meagre 6.7 wins. 

And for the 18th spot, we're veering well and truly out of the jo'i and people average a healthy 7.7 wins.
