Yes,  Kitakachiyama is an interesting case. Could have won the last basho going 15-0 from Sw which by the table says promotion to Ozeki. But not satisfy the extra rule of 34 wins having only 33 despite having 3 KKs from rank of Sekiwake.  Resulting in only going Se. That would mean 10 wins here, despite giving 34 wins over last three basho and a yusho, would still not result in Ozeki promotion. 

That 8-7 hurt bad but anything less than 11 wins at sekiwake isn't doing much as you are not promoted within the rank of Sekiwake.

I registered for Bench Sumo and got a confirmation email; however, my shikona is not on the list of participants. What am I doing wrong?

Normally new players are added later. If you received a confirmation and picked a squad, you should be ok for this basho.

Got it, and it looks legit. This is quite puzzling, because each new player has to be entered manually to the Bench DB before being able to enter anything. I've checked thrice, and there are no traces of your entry anywhere.

Weirdness aside, I've set you up to start playing next basho. Sorry for the confusion.
