I'm not exactly a translator, I report contents. But if no-one else volunteers and you are content with the full contents and don't need an exact translation, I can help. As it is of general interest, I'd post it under "Info for foreign rikishi hopefuls" in Ozumo discussions, if it is not already somewhere hidden in the forum depth.

Oh, that's why it lists those 11 particular stables...

Well, even I with my much limited Japanese can read "Sumo-beya without foreign rikishi" in the line above these heya. The document just details the way how to get into Ozumo as a foreigner, describing the shin-deshi kensa (six times a year before each hon-basho), the entry limits (younger than 23 years, minimum 167 cm and 67 kg) and especially the necessity to join a heya and listing the heya who possibly can accomodate a foreigner: Dewanoumi, Hakkaku, Oguruma, Matsugane, Nakamura, Michinoku, Minato, Takadagawa, Isenoumi, Shibatayama and Arashio. Questions shall be asked in Nihongo only (or similar...).
