Yes, there will only be one M16 in january My guess: if Ama is Ozeki 3 East, then there will be only Maegashira 16 West (no M16 East) to keep the two sides balanced. The rule is: fill east first, and put any surplus sanyaku at west. Maegashira don't matter for balance - they're always east-aligned. edit: A nice example would be this banzuke. I always figured it was a screwup, just like they sometimes couldn't decide whether a single yokozuna sends the third ozeki to east or west (see Nagoya 2004 vs. Haru 2005 and following), but I really have no idea.
