Hansoku not a kinboshi?

I stumbled across this short article, thanks to a mail from the Paper-Oyakata game: http://sports.yahoo.co.jp/sumo/headlines/j...j_00020460.html

If I understand this correct (BIG if) it states that the Kyokai has decided that Kyokushuzan won't officially be awarded a kinboshi for the Hansoku decision against Asashoryu. Right?

that's what i get, too. perhaps we need someone 100% fluent to read it for us, though

That would be quite understandable as someone winning by his aite's hansoku hasn't really achieved anything by himself. Not unlike fusensho in a sense. I'm on kyokai's side this time if this appears to be true.
