There's nobody there who came anywhere close to getting spared from demotion though. I think this is more along the lines of what Gurowake had in mind.

(Amusingly both basho featured Enho at the same rank, with dramatically different banzuke outcomes.)

Yeah, I guess Homarefuji lucked out there.

Are they still going to hold to the invisible line between Ms5 and Ms6 for promotion if it comes down to that?  Guys in Juryo like 6-9 J12 might get lucky that the next best record is a 5-2 at Ms7 or whatever, which might have been good enough if it was Ms5 instead.

It's not really set in stone...

My guess is that they don't expect a rash of make-koshi in the sanyaku/joi anytime soon and immediately placing 3 people at sekiwake is just going to make a bigger jam.

That's a good point, though there have been as many as five sekiwake in the past.

If they're allowing demotions of up to a rank for the absent guys, they could do something like this, which is a lot less crazy. Only Ura would have any real cause to complain.

    Tokushoryu(3-12 M8e)    J1    Akua(5-10 M13e)
    Ishiura(0-0 J1e)                J2    Daishomaru(11-4 J8w)
    Chiyomaru(0-0 J2e)         J3    Chiyonoo(0-0 J2w)
    Enho(0-0 J3e)                   J4    Churanoumi(7-7 J3w)
    Kyokushuho(0-0 J4w)     J5    Sadanoumi(5-10 M17e)
    Wakamotoharu(0-0 J5e) J6    Chiyootori(0-0 J5w)
    Ura(10-5 J10e)                  J7    Kyokutaisei(0-0 J7e)

Pretty close to what they went with.

The guy you put at M7e then is either Kotonowaka or Tochinoshin, with the former having a half-rank better rank/record by the numbers.

I thought Kotonowaka was such an obvious choice for M7e that I didn't even consider alternatives. It would have been an utterly ordinary if lucky promotion, as opposed to a demotion nearly unprecedented in its leniency.
