I don't know how to query that, but Kotooshu comes to mind who had his first MK at Komusubi in his 14th basho.Yes, that wretched guy used to be really good. No, he was only different. He had always new opponents. So no one could adjust to his style. As komusubi his opponents knew him and were able to adapt.
